Frank Page – President and CEO

Frank is a Certified Public Accountant with 45 years of diverse business experience. His consulting company, Business Development Partners, Inc., specializes in tax and accounting services to help businesses grow. He has served as the chief financial officer for a leading software company and vice president of one of the largest wholesale distributors of single premium insurance products in the U.S. He has also served as director of budgeting and financial planning for a major hotel chain. Frank is in demand as a business speaker and has made presentations to numerous professional audiences including the Big Four firm of Deloitte and the Internal Revenue Service. Frank earned his Bachelor of Business Administration, with a major in Accounting, from Stetson University in Florida.

Cecile Glunt – Director of Government Relations

Cecile has a diversified career covering more than 50 years in finance and taxation.  Cecile was a budget officer for the department of defense for a period of four years.  She was also a bank examiner and liquidator for the Federal Deposit Insurance Corporation (FDIC) for two years before coming to the IRS in 1988.  In her 24 years with the IRS, Cecile has been a tax auditor and a member of the taxpayer education and communication staff (TEC) prior to becoming involved with the Central Withholding Agreement Program (CWA).  The CWA Program has been Cecile’s full-time work from June 2004 until she retired in December 2012.  During her tenure with the CWA program, she has been a group manager, a senior program analyst and the acting Program Manager for a period of six months. Cecile has worked closely with counsel for the IRS and the US Treasury in making proposed changes to the revenue procedure that governs the CWA program.  Cecile has been a requested speaker in both the United States and Canada.  Cecile’s presentations cover the complex pre-filing and tax withholding issues that are specific to international athletes and entertainers performing in the USA. Cecile has been a speaker at APAP, CINARS, POLSTAR, IAAM, Western Art Alliance, Midwest Arts Alliance and has been a featured presenter for the IRS in WEBINARS as well as Phone Forums.  Cecile studied at the University of Phoenix with a concentration in taxation.

Dan Smythe – Director of Special Projects

Dan joins us after a 20+ year career with the IRS.  He joined the IRS in 2002 as a field auditor with the Small Business and Self-Employed (SBSE) Division.  In 2009, he accepted a position in the Central Withholding Agreement (CWA) Program as a Tax Specialist responsible for reviewing CWA applications. Over the last 14 years, Dan’s primary work has been associated with the CWA Program – with the last 10 years as a Group Manager.  During this time, he has been a classroom instructor to new hires in the CWA program, an on-the-job instructor, prepared presentations, and presented them on behalf of the CWA program to stakeholders within and outside the IRS.  He has also served as Acting Program Manager for the Foreign Payment Practice Program Office within the IRS.  Dan has worked closely with counsel for the IRS along with Senior Executives in the IRS.  He has been a member of the CWA Management team drafting and implementing the policy and procedures currently in place for the CWA Program.  Dan earned his Bachelor of Business Administration, with a major in Accounting from the University of Central Florida.
